Tornado reports are skewed by the presence of population areas (cities, highways, etc). The larger states tend to have vast areas of low population density. Thus, tornadoes per state (first image) is skewed toward large states and tornadoes per fixed area (second image) is skewed toward small states. The correct approach is to use a statistical technique called "kernel density estimation". Doing so will result in a figure (such as this one: http://www.nssl.noaa.gov/hazard/img/ttor8099.gif) that depicts the probability of a tornado at grid points, which isn't biased by geopolitical boundaries.<br /><br />A couple of interesting points... <br /><br />1. Since 1950, Harris County, TX (Houston area) has the most number of tornadoes.<br /><br />2. The area with the most tornadoes is actually northeast of Denver.
